Is there anyway to confirm or get around and ISP blocking uploads?

Ever since I switched to Comcast I swear I've been blocked - namely since I've gotten speeds of zero on my torrents from private trackers.

Once in a while I am blessed with speeds of 90ish kB, yes, kB. So I know something fishy is up.
