Smoking as A Retrain

Hey guys, quick question. According to AFI 40-102 3.4, the only restriction for smoking in technical training is smoking in uniform, and does not specify duty hours. So, unless there is a local supplement, theoretically I should be able to go to my room at lunch, change, and smoke, without violating any rules. Right?

I see that there is a 501st Combat Supplement listed in Epubs, but those are the only two documents I have checked out.
