Centuries Pass Between Each Session

I'm planning for a high concept Sidereal game, and I'm hoping for tips and advice from the community.

The premise is that the Loom of Fate is unraveling, and a single thread leads out of the tangle. If the Sidereal PCs fail to ensure that events unfold just so, history will come to an end. This is complicated by the fact that the players are unable to accurately see the climactic events of the tangle, which means that some force beyond fate (i.e. a meddling circle of solar exalted) is fouling things up. The players will manipulate events over a period of decades and centuries rather than months and years, all in an attempt to make sure that THE EVENT (e.g. a coronation, major battle, or assassination) unfolds with all the pieces in place.

Suppose we go with a coronation as THE EVENT. A typical session might focus on the unknown future ruler's adviser, a wise majordomo from the far east. The problem is a lack of easterners in the vicinity. Players must inculcate a mass migration with the goal of creating a stable population of easterners in the kingdom. Encounters might include starting a war to encourage refugees, dealing with anti-immigrant feeling in the kingdom, and beginning a cult of philosophy to ensure that these people are predisposed to becoming wise advisers.

Questions:

-- How would the Bronze and Gold factions react to this problem?

-- How might other factions of exalted react if they learned about this problem?

-- Recurring characters will necessarily be limited to immortals and exalts. Is there any way to maintain a sense of continuity with mortal communities?

-- How do you balance combat if decades rather than minutes pass between challenges?

-- Does setting lore actually support this idea, or have I missed something?

-- Any other advice?
