Am I retarded or does the some of the dialogue in "A Certain Magical Index" make no fuckin sense whatsoever?

I'm only like 10 episodes in, so maybe I just don't understand things yet, but I'm pretty sure half the shit they say to each other makes absolutely zero sense.

At first I thought I just happened to be watching from a site with poorly translated subtitles, but when I went to another site I still said "what the fuck?" every 30 seconds.

Is this just me? Am I considered "dumb" as the young kids say? Or is this perhaps on purpose? Comedic devices that don't translate too well into English? I like the story and the characters but this is seriously holding the show back for me.
