fallout 4 wont open in 1080p and the setting change in game

i finally got fallout working in 1080p full-screen without crashing but it said 450p with window and border-less. i thought it was a glitch and played the game. the game was in 1080p and 60 fps on full-screen. i exited the game and went back on to see if it was a fluke and it was the settings changed from 1080p to 450p like in the menu and "bfullscreen" in falout4preferences.ini changed from 1 to 0 in my documents and stayed at 1 in my steam apps, im really confused cause the setting keep reverting all the time and its annoying,

any help would be great
