Difficulty in finding PS scripting experts/specialists for a workflow project.

I'm trying to find a quality PS scripting person for a freelance project designed to help our workflow. So far I've not had much luck on the usual freelance sites such as upwork, peopleperhour, etc. Most people simply list Photoshop as a skill but they're not really scripting experts.

Where should we look to find people who really understand PS scripting and can handle fairly complex projects? Any help would be greatly appreciated. Thanks in advance.
