Where is the best place to buy ONE silver coin?

It seems that the good sites (i.e. Apmex, JMBullion, Provident Metals even) either don't accept orders below $100 or their shipping price makes it not worth it.

So for 1 silver coin, a round, coin, bullet, or anything, I'd like to pay $25 tops including shipping; preferably cheaper even. Credit card and/or PayPal is needed.

eBay isn't an option right now.

Let me know bugs. :)

Edit: I need to be able to order from a website. It's kinda complicated.
