The template of One Piece

Have you ever noticed that each Arc in One piece goes like this a set of three stairs:

1. the lowest stair is when the arc starts, everyone is cheerful, everything is funny, the characters haven't discovered the situation yet
2. the middle stair is in the middle, when the characters begin to find out what's going on and things start to get serious
3. the highest stair is when they are about to confront "the bad guys" and everything is really intense

after that stairs 1, 2 and 3 repeat, and this has been going for years:

new island - 1, 2, 3; new island - 1, 2, 3; new island - 1, 2, 3; ...
