Any way to switch data centers?

I was playing the game today and notice a lot of people I was shooting with half a clip were living with only half their health gone and killing me with only 2-3 bullets like I was doing to them yesterday. I checked my data center and it's "scus", but I'm getting 68 ping from it (in game I get 90-100 ping). Yesterday I was on data center "b" and had 56 ping (in game hovered around 70) and it was a much better experience. Why am I being put in a worse data center? Is there a way to fix this or is Ubi just full of incompetent workers that made a system where you can't even choose your own data center?
