Question regarding OSBuddy.

Hey everyone, I've just recently gotten back into the game and see loads of you guys talking about OSBuddy and how helpful it is. I'm just curious if it's safe to use and does Jagex allow it? Maybe that sounds dumb to ask, as I see lots of players use it, but I just want to make sure.
