No difference in OC'd G3258?

I overclocked my G3258 that I used to run at stock speeds until I knew I was confident enough to do it. I brought it up to 3.8 GHz and I ran GTA V, Fallout 4, and Arma 3 because those are my most intensive games, but I'm noticing absolutely no difference compared to when it was at 3.2 GHz. I know its not thermal throttling because during a stress test it reached a load temperature of 60 degrees Celsius. Am I doing something wrong? And my GPU is an R9 270x which only hits 20-30% during gameplay while my CPU runs at 100% almost all the time which it shouldn't. I've seen some videos on an OC'd G3258 running at 3.8-4.0 GHz being able to run the same games at Medium/High and sometimes Very High settings while I can barely squeeze by with all Low settings.
