[TOMT] Name of a fallacy

I believe it's a fallacy, although it could be something else (perhaps a psychological term).

Basically, it's the false belief that if something is provided to somebody that they will use it/take advantage of it just because they can.

Example: If the government offers unemployment then more people will file for unemployment. Or, because of planned parenthood more people will get abortions.

These might not be the best examples but I think somebody here will know what I'm talking about. Pretty sure that the term I am looking for is different than a "slippery slope" fallacy....and it may contain the word "social" in it.
