Does this seem reasonable on a water cooled 5820k?

So I am really new to OC and have just been playing around a bit. I currently have a Gigabyte X99 UD4 Mobo, and noticed that in it's bios it had a "smart tweak" based on your processor. I selected to make a mild jump up to 4.0 GHz from 3.3 GHz. I have looked up various other people's OC and several can push it to 4.5 to 4.6 and keep it stable. I have been running a Prime95 Blended stress test, and have been monitoring it via the OCCT monitor. It has been running for 20 minutes now, and my CPU temps have jumped up about 80°C at 4.0 GHz after 20 minutes from about 55°C at its base 3.33 GHz after 30 minutes.

I honestly have very little experience, but from what I have been reading having your CPU liquid cooled really combatted the heating issues. It is making me wonder if my water cooling isn't functioning? Or does that sound like a completely reasonable jump? Or maybe the manufacterer settings are just really wonky?

Thanks for the help!
