Can a wizard make a copy of a spell they can't learn/cast?
So I've got a player in a scenario where they've acquired a book of high-level spells in a relatively low-magic setting. It's been established that wizards will often trade for spells, thus the contents of this book are quite valuable.
The wizard of course wants to hang on to a copy of the spells for when they can cast them, and I can't find anything about making a direct copy of a spell without first adding it to their own personal spellbook.
What are people's thoughts on this? Should a wizard be able to essentially photocopy a spell book of spells they don't know? How long should it take and what should the cost be?
My instinct is to say it's possible, costs the same as copying a spell from your own book, but requires an Int(arcana) roll and takes twice as long since they're basically drawing a spell in someone else's notation.
