Ghostwise Halfling Nightglider possible?

Is creating a Ghostwise Halfling Nightglider possible? They are vasically champions of the halfling tribes who mount eagle mounts.

Also the byuld must be Adventure League legal.

I was toying with the idea of Ghostwise Halfling Barbarian but the dex boost kinda messes with barbarians strength focus. Making them hard to hit but doesnt capatilize on their rage and strength bonuses
