Skin on the fingertips peel off on their own and grow back, been like this for a while now. Should I see a doctor about it?

I'm 5-8", 20 year old Mexican male, issue has been going for over a 9+ months. Not taking any medications or have any medical issues. Here's some pics of both hands.

Doesn't hurt, just feels weird, since the skin flaps when I put them into my pockets. Don't really shake hands that much, but I'd probably be shy to do so, since it looks ugly.
