Does anyone know if the Japanese version of the Civ game will work on NA vitas and have subtitles?

I'm really itching for the game and after hearing the western version of the game won't be out til the end of January I got super upset. So would it be fine for me to order it from Play asia? I don't mind paying more, it's just a matter of will I be able to use it when I get it.
