Touhou Arcade Stick inputs

I'm trying to use my Mayflash arcade stick to play EoSD. The face buttons work fine, but if the arcade stick is plugged in when I start EoSD it ignores any inputs from the joystick, if I plug it in after starting EoSD it takes inputs from the joystick but is stuck constantly moving down-right. The same thing happens with my 360 gamepad. What needs to be configured for this to work right?
