Steam doesn't recognize the game closing - anyone else having this problem?

Whether I close the game or it crashes, Steam still thinks I'm playing the game, which prevents me from opening any game (including Just Cause 3) and even prevents me from closing Steam normally. I'm having to force quit Steam via Task Manager and restart Steam to fix the problem.

I've looked through all the items in the Processes and Services tabs of Task Manager and can't find anything that appears to be linked to Just Cause 3. Anyone know what is causing Steam to think the game is still running? My bigger concern is that Just Cause 3 has something running in the background now that's eating up system resources while I'm not even playing it.
