Holiday Leave Question

Leadership is trying to say that we cannot take leave in conjunction with a holiday. They are considering the holiday 96hr pass (Fri-Mon) as a regular pass and are saying we cannot take leave in conjunction with a regular pass. I have been in for 7 years and have never been told I could not take leave in conjunction with a holiday. Is this for real or is my leadership misinterpreting the AFI?

As it states in AFI 36-3003, assuming regular work schedule, weekends are considered regular passes and they have no problem if someone takes a Monday or a Friday off. By my leadership's logic that would be leave in conjunction with a regular pass.
