Can I rate a rider than canceled on me?

I don't live in a very busy part of town, so I sit at home with my app on. Got a call from a 5 star rider from the airport that's 15 minutes away. Drive there, wait a minute, text the rider where I'm at, ask where he is and a few minutes later, he cancels the ride. So now I'm out a half hour of my time, and an unnecessary 12 miles on my car, for a whopping $3.60 that I got for the cancelation fee.

Is there any way I can rate the rider low so other people don't get tricked into thinking this guy is a safe bet at 5-stars, or is it impossible since the trip was canceled?
