Is this a good sign of a potential offer?

Background: I applied for a business system analyst position around the start of November. November 11th I had an interview with the manager and director which went really well. I was invited for a peer interview on November 16th which I felt I performed very strongly in. November 23rd I called the manager to discuss an update since I didn't ask about a time table in my previous interviews and he told me that he would know shortly. Fastfoward to today, I get an email from the manager telling me "there had been some challenges to work through that slowed the process down" and he "wanted to make sure I was still interested and available". He told me that they would have a final decision next week. Do you think this may be a good indication I might receive an offer?
