Anyone dive in IL or Chicago to be a bit more specific?

Just wondering how to go about it. Concerned about the ramifications of being caught...

My friend has been on a month long spree of walking around every night and providing homeless folk with food/jackets/blankets as it's starting to get cold. Want to try to find some stuff diving so I can help his cause.
