What is this vial cap?

Hi, I found this vial in my lab and I know the glass vial is a mini-reactor but does anyone know what the name of this cap and what it is for? You can insert a needle in it, but I am not sure what the purpose is of the red and green nobs. Any information would be greatly appreciated.
