iPhone 5s on 9.2.1 getting weird version of Cannot Connect to App Store

So my mom's phone now refuses to show anything in the iTunes or App Stores. I've tried rebooting, logging in and out in Settings, restarting the App Store and iTunes Store apps, and trying different wifi and cell networks, and nothing will fix it. It just simply looks like this: http://imgur.com/wmDpdbj Any idea how to fix this? I'm trying not to resort to restoring it.

I don't exactly have a solution but I've experienced this behaviour when I had the App Store app set not to use cellular. If I tried launching the app while on cellular I would get that message and it wouldn't go away when I switched to Wifi for a while. I don't know what circumstances resolved this for me but it would randomly work when I would try it on Wifi...

I just updated to iOS 9.2.1 this morning and have now got this issue too. The only thing I can do in the app store is update my existing apps, nothing shows in the other tabs

Ended up going away on its own eventually. Not sure what fixed it.
