I suck at mixing fuel for my 1/5th scale. Got any tips?

My mix is supposed to be 1:25. I measured it out, but being my first time, I pour just a little bit more oil in to be safe. It struggles to run without running partial choke and it dies at complete random. Its also sluggish to take off. To be honest, I doubt myself completely. I don't know if I am running rich or lean. How do I tell?

Could this tube have anything to do with the dying? Mine has one like this and there is some kind of stopper in it. It appears to be some kind of vent or drain? http://modelisme-rc.net/img/p/images_descriptions/rear-susp.jpg
