Is there a law or regulation requiring opticians to fix spectacles for free?

Please correct me if I misunderstood, but I appear to remember seeing somewhere a law or regulation requiring opticians to adjust (ie: minor repairs) spectacles for free? If so, what is its scope or jurisdiction (provincial or federal)? Thanks.
