Facebook chat issues when on pc

Opening facebook on PC will sometimes have someone appear online for a brief moment and then immediately change to being online 1 minute ago with the grey phone and "1m" next to their name. Refreshing the page will cause this to happen again.

What makes this happen? Is this a bug of some sort or some group/whatever that the other person has put me into?
