What is "miscellaneous files"

In my storage settings on my Note 4, I have something called "miscellaneous files" that takes up 9.78 GB of storage. When I touch it, there's something called System Memory that takes up 8.64 GB.

What is this, can I delete it somehow, and do other phones have this?
