Anybody know how to get more people to listen to an independent artist?

A friend of mine has been writing/producing/recording songs on his own, and they're admittedly pretty good. He has great rapping voice, and his beats are also pretty good. But we're having difficulty on making more people listen. Any suggestions on how to promote?
