Could use some help troubleshooting a new welder

Just bought a new Everlast 200 DV. I'm try to tig on mild steel but I keep getting porosity. I have 100% argon set at about 20 cfh, 3/32 2% thoriated tungsten, DCEN, AND the metal is clean. I also noticed that my tungsten looks like it burning up and its turning blue beneath where it is ground. Any help would be appreciated.
