Stormraider's Surge Idea

With Darshan using stormraider's surge, I still feel like it is a pretty bad, because the 10 second cd makes it tough to get reset after reset. I feel like it could be really cool if it gave the ms and slow resistant boost for like 1 second, but had a 3 second cd. The numbers aren't perfect, but basically it lets champions who run it get reset after reset to keep chasing and carrying. Thoughts?
