Why the Brotherhood of Steel hasn't captured Yangtze?

This has bothered me for a long time. There is an almost fully operational chinese nuclear submarine at the shore line of Boston, but the Brotherhood of Steel does nothing about it. Even paladin Danse says that it's exactly technology that brotherhood is looking for. Am I missing something or there an actual reason why the Brotherhood isn't doing anything about it?
