Skybox graphical bug

Hello,

I was wondering if anyone has had this issue so they can possibly help me find a fix for it, as its driving me insane.

Basically my games skyboxes are glitching, like strobe lights with all different colours popping in and out.

So far i have tried:

updating drivers, changing ALL games graphical settings, verifying game on steam, complete reinstall and nothing has worked, has anyone else had this or knows how to fix it please?
