My super leaves threatening letters to apt tenants on regular basis (i.e. putting trash back in someone's apt). Is this considered harassment?

My super leaves many letters at the front of our building (which he constantly texts us to tell us to read them) which seem borderline harassment.

Some examples include scolding the building to say that if he sees someone not recycling he is going to "find" that person and they should not be surprised to see the trash back in their apartment (breaking and entering). He threatened to say the name of someone who had a lot of condoms and red solo cups (lol) on their trash and he "knew" who they were and was going to put his name on the next notice.

Is this considered harassment? There are new notes every week and they are usually always in this nature. Any thoughts?
