Two shot gauss rifle damage?

My two shot gauss rifle does only 694 damage, but I have rifleman and bloody mess maxed out. Although I don't have the lone wanderer perk maxed out, it wouldn't raise the damage to the 800 mark that most people's two shot gauss rifle is at. It's been fully modded, so idk what I'm missing. Your help would be greatly appreciated.
