Extremely low FPS?

Just bought the game on steam. When I try to play on my desktop I get 4FPS max, making the game unplayable. It runs fine on my SUrface Pro 4, so I don't understand what the issue is. I have tried everything I know.

Specs:

GPU- 2x GeForce GTX 670

CPU- Intel i5-2500K @3.30GHz

Memory- 8GB RAM
