Resources.zip loading problem

Not sure if this is the right sub for this, but it is technical so here goes. I have a map I made where in the 1.9 pre-release 2 will not load the resources.zip upon loading the world. However, if I extract the zip file and load the resourcepack on its own, it loads fine. What is going on here?
