Is there a way to remove all dynamic range from a track so as to make the audio level 0.0db at all times?

Preferably without cranking up the gain on an adaptive limiter. I'm thinking something that boosts quiet parts but then the parts of the track that are already 0.0db are left untouched by gain. I know this is an odd question. Sorry.
