Stim specialist ability concept; replacement for Rejack

The concept of Rejack isn't great to say the least. Most likely it'll either be too powerful or useless. So keeping to the survivalist theme of Nomad I suggest an ability which decreases health regen time temporarily. Stim seems like a good name.
