Ping problems in the past 2 weeks

Hello there, I've been experiencing some big issues with ping in all servers in the past 2 weeks. You can see it here http://imgur.com/uNDcgNm.

It got the point in which my average ping of ~50 in EU West is now close to the one I have in Russia (I live in southern Spain).

It's also remarkable that EU East is completely broken, its ping is close to India!

I'm not the only one in my country having this problems. I've tested my internet and I am almost sure that this problem is not on my side.

Is anyone experiencing this in Europe too? I've seen that popular streamers in EU like bulldog or waga don't have this problem and I would like to know if it is just something that affects countries somewhat far from the server location (Luxemburg).
