[Project Ozone] Strobing night sky?

I recently ran into an issue where whenever the night sky would start to come out the sky background strobes and it's incredibly distracting/annoying. Anyone have any idea what might be causing that? It doesn't happen in a fresh world and reinstalling the pack doesn't fix it. It appears to be something with my world file.

edit - It also happens in all Dimensions, at least all dimensions I have access to thus far - Overworld, Nether, The End, and a couple RF dimensions I've made.
