Is it worth to get Winter Pass tomorrow?

Ok, to cut it short. Had some exams and didn't have time to play much doto lately. Is it still worth to get it tomorrow? I want to do a quest line or two and get few hats and fool around with predictions, nothing spectacular. Also, I have some points from tips and waggering, do I get those added if I buy it tomorrow?
