You wouldn't steal a policeman's helmet help

Good Afternoon all. I have gotten the perk for hijacking police carriages but now my achievement is stuck at 75% complete. I have tried waiting a few days, restarting my console, but anything i do does not move the % bar. Anyone experiencing similar issues or know a fix?

I used the method of hijacking a carriage and hiring a rook and then switching from driver to on top of the carriage to get the initial 75% and complete the perk.

Any help would be appreciated thanks.
