Collections - Feeling Discouraged

So I've done three collections this year, Toronto, Carolina and Winnipeg, and I've gotten nothing worth my while.

Last year in 15, I got Giroux, Kessel, Benn from only 4 collections and continued from there.

Are collections a viable way of building a team still? Does anyone see a drop in good pulls from collections compared to 15?
