WTF Bethesda?!

1.3 patch notes claims settlement happiness glitch was FIXED. but it isn't. As soon as I leave my settlement, it seems like a random number generator is used to calculate my population, beds, power, etc. And my happiness falls. Same exact glitch as before. WHY!!!!!! HOW HARD IS IT BETHESDA?!
