[EVENT] Infrastructure Rebuilding Accelerated, Phase II & III Merged

EVENT

With the unfreezing of all of Libya's foreign reserves, the NGC has approved 1/3 of those to be used for rebuilding the country's infrastructure, investing into economic diversification, and reorganization/modernizing the military. Due to the still very dismal (but quickly improving) state of Libya's infrastructure, the President and his political allies in the NGC have proposed beginning Phase II and III this year and speeding up the rebuilding of Libya's infrastructure.

The targets for this phase will include

  • Railroad networks (repairing damage, fixing stations, etc.). The main focus will be the lines based out of Misrata, Sirte, and Bhengazi.

  • Shipyards will be rebuilt and expanded to allow 25-50% more containers to pass through the docks daily. Shipyards will be rebuilt and expanded in Khoms, Tripoli, and Toburk, while new shipyards will be built in Misrata, Sirte, and Zuwetina.

  • The electricity network will be buried with several backup transformers stockpiled at key grid locations. Surge Regulators will also be installed with the (hopefully) help of the United Kingdom and China.

  • A massive solar farm on the scale of Morocco's will be built in Chad Inferior and the Southeast of Libya Proper, along with village cooperatives being formed with the help of Morocco. Oil and natural gas production will slowly begin to decrease (as planned) to 1/3 of it's original level over ten years as Libya's economy diversifies.

  • All the airports across Libya Superior will be repaved and upgraded to paved runways. The airports in Tripoli, Bani Walid, Bayda, Bhengazi, Ghadames, Ghat, Hun, Sirte, Faya-Largeau. Bardaï, and Waddan will all receive an extra paved air strip, with Tripoli, Bhengazi, Faya-Largeau, Sirte, and Waddan all receiving two extra airstrips on top of the first one. Tripoli, Bhengazi, and Sirte will also also receive a new airport terminal. All airports with runways shorter than 2,000 meters will be expanded to have at least 2,000m worth of runway.

  • A railroad line will be requested to be built connecting Chad Inferior to the rail line from the Iron Ore Deposits to Mizda

  • A new string of highways will also be built at the end of the project (although the lower string into Chad Inferior will be built immediately). A set of basic images have been released for public viewing

The total cost is estimated to be $45 (Bil.) paid with $20 (Bil.) from the foreign reserves and $5 (Bil.) from the infrastructure budget yearly for five years. The project itself will take just under seven and years if estimates are accurate.
