Windows Defender Pro Virus Help

I'm quite confident that I don't have this virus, though I have encountered it recently and am worried as I read that they'll try to get you to use your credit card, now obviously I know they want me to buy the sketchy program from them or call into their number and get myself suckered into a scam, but all the information I've seen sites just say use the CC, not anywhere specific, just in general and it worries me that i'll buy a game on steam and boom they've got my CC.

I've scanned my computer with two different programs and I am aware that it works and pops up while you use your browser normally, it hasn't done that to me at all, so my question is, is it safe to assume I don't have the virus since nothing has happened that places say will happen?
