Jean-Paul the teenage telepath

U2 Character

Name/Aliases: Jean-Paul, according to the name on his medical bracelet. He has no idea as to his last name, but if he could trace it back through the foster system and hospitals he would learn that its Valmont.

Age: 16

Resources/Assets: Is homeless and destitute. Has perhaps $20, a fountain pen, the clothes on his back, an old iPod with some shitty earphones and a lighter.

Species/Race: Human (Altered)

Physical Description: He looks something like this

Mentality: If there was one word to sum him up it would be apathetic. When he does care enough to comment or get involved its generally to make a hurtful comment, a rude one or generally to be a bit of a dick. He's also a bit of a fan of long sullen silences. Jean-Paul is afraid of getting attached to the world, on account of his rather horrible past. He hides a lot of his pain behind a sullen and frankly rather rude at times exterior. He is very very slow to trust, a sentiment not aided by his powers.

Backstory: Jean-Paul is an experiment, the work of one insane madman. The good doctor made himself a monster, after a fashion. Clearly he did not read Frankenstein as a kid.

Jean Paul was taken as a child from a boarding home to be 'raised' by a rather delightful single father. Said father was a surgeon and the boarding house thought this was rather excellent. Unfortunately what they did not know was that he in fact was something more akin to a mad scientist.

Brian O'Malley's family had, in a rogue metahuman attack gone horribly wrong, been quite literally liquified. Which is unpleasant. This obviously had something of a detrimental effect upon our poor doctor, who suffered a psychotic break. He eventually decided that the only rational and reasonable response to this event was to attempt to build himself a metahuman army and kill as many of the metahumans as he could. To this end he started adopting kids and experimenting on them. He did this after realising that the supply of homeless in his area was rather unfortunately lacking.

Jean-Paul was his first success, but the 14th of his victims. After extensive neurological experimentation and no small degree of good fortune the good doctor managed to tweak his brain enough to unlock latent supernatural abilities. Unfortunately however he had not in fact planned for what he would then do once he had a superhuman kid on his operating table. The kid had been tortured, repeatedly, in the process of the experimentation and this had far from enamoured him to Doctor O'Malley. Jean-Paul broke his thumbs, which allowed him to easily slip the handcuffs. From there it was as simple as a quick grab for a scalpel and embedding it in the neck of his tormentor.

Rather unfortunately he didn't really know where to go from there. What do you do when the only life you've ever know is either in an orphanage or under the knife of a crazed madman? It should perhaps be unsurprising then that he just sort of drifted. Wandering from place to place and trying to get a handle on his newfound abilities. As such one might find him doing that, homeless and rather impoverished and rather busy hating the world.

In-Character Reputation: No one knows who he is, he's a dirty dirty street urchin.

Proposed Tier: I have literally no idea. The only thing on his powers that even comes up in the tier list is reactions, but they aren't mentioned in the higher tiers.

Edit: Tier 2

###Powers:

Telepath

Jean-Paul has vast mental powers, as gained in the process of the experimentation that was heaped upon him:

Perception filter - Can make people, things, sounds, whatever simply be filtered from peoples perceptions. Scales to the number of people its being hidden from rather than the size of the thing being concealed. To one person, he can change whatever is in their senses. He generally prefers to either make himself appear like someone else or not appear at all. He could make one man blind to a crowd, but he could not make a crowd blind to one man. The upper limit on how many he could conceal himself from is probably about 20 people.

Communication - capable of mind talking to someone over any distance, at the speed of thought. He can either do this by way of speaking to their mind (though not necessarily in his voice) or by appearing to them as a sort of illusion visible only to them. Professor X, you know the deal.

Assuming he has met someone he can contact them no matter where they are on the globe. Passively he has the ability to detect minds in a 100km radius and sort of passively knows a tiny bit about them. Like x is going to the shops or y is enjoying walking her dog. He doesn't actually know their names or anything, just like a general sense for their activities.

Compulsion - can make people want things. This doesn't make them do said thing, but rather makes them want to do said thing. Mechanically this swaps their greatest desire with whatever is being targeted. Like if your greatest desire is for a pen and its suddenly pointed to a pencil chances are you'll pick it up, then go back to wanting that pen. Must be a special pen or something...

Theres two man uses for this. On unpowered NPC's it works like a jedi mind trick - 'these are not the droids you're looking for', 'open that door', 'get in the car' that sort of thing. Not like 'go kill the president' though.

On PC's, well it acts more like an inclination. A character without mental shields (I think they go in defences?) will find it very compelling but not like leap out of your seat go do the thing compelling. One with any degree of mental shielding will find it easy enough to resist.

Vampirism - able to steal knowledge (factual) and talents (physical) from peoples mind. This is not to their detriment, they keep their skills, but rather he picks up the talents of anyone within about a blocks range. If he stood in the middle of an army he's be an excellent soldier and commander. Stand in a hospital and he'd have exemplary medical knowledge and abilities. You get the idea hopefully. In an ordinary place in NYC for example he'd have a lot of random talents that might surprise someone, but like chances are he won't have anything remarkable or out of the ordinary. He absolutely doesn't retain these skills when he leaves the company of the people in question. Anything that someone instincitively hides, like say a secret, won't be picked up

Thought and emotion detection - capable of detecting someones current emotional state and thoughts. Can't go digging into their mind, but can hear what someone is thinking moment to moment. Its not precise thoughts, more general thoughts and emotions ie 'he's thinking about kittens and is feeling rather happy' or 'she's thinking about attacking me and is feeling angry'. He's not going to be able to tell the persons plan of attack but rather that they do in fact plan to attack.

Dreamwalking - Capable of sensing the existence of and entering dreams of people nearby (100km). He goes into a sort of trance-like state while he does this, where his focus is almost entirely upon the dream.

Psychic shield - Shields against other peoples mental powers. These are extremely potent, like trying to lay siege to an underground complex set under a fortress, moat and all. Its certainly possible to break, but you'd have to use the mental equivalent of nuclear weaponry.

Precision

He sees the world in extraordinary detail and is able to act and react in similar precision. This amounts to the ability to function with such attention to detail that he can for example tell you exactly how long it will take him to walk somewhere, assuming no outside factors. He can also visualise trajectories with incredible accuracy. This is useful on two fronts. First it grants him incredible reactions and second it grants him the ability to do stupid things with trajectories. Give him a gun and he can bounce a bullet round a corner and into a guy.

It extends to other senses too. He can smell the differences between people assuming they are within sniffing distance, hear how many feet are stepping in the next room (but not for example hear heartbeats), feel the difference between metallic alloys at a touch and so on.

His ability to dodge is great enough that he could dodge lightning and his attention to detail so great that he would make Sherlock Holmes look like a complete amateur. He's precise enough to be able to throw a pen into an incoming rocket and detonate it.

He doesn't have the ability to remember all these details though, recalling only the ones he deems relevant at any given time. If you've read Worm think Number Man.

Resources /Equipment: He is armed with the deadly weapon that is a fountain pen and hurtful comments. More of the latter than the former.

Miscellaneous Skills: Depends where he's standing. On any given day at any given point however you might expect him to have general knowledge enough to kick ass at any pub trivia game you care to mention. If isolated from everything and everyone he could probably start a fire on his own but really he has no need to, he's learnt to rely on the abilities granted to him.

Strength: Look he doesn't get a lot to eat, he's kinda incredibly weak. At a stretch he can probably lift a very small car off a child when pumped full of adrenaline.

Movement: He can't run anywhere particularly fast, though if inclined he could probably use his precision ability to parkour with the best of them. He can dodge lightning though, which is fun.

Defence: Mentally he's a fortress with an underground bunker, so good luck there. Otherwise he relies on his ability to dodge an attack as he's entirely fragile. Kinda scrawny 16 year old kid fragile. He could take a punch or two from an ordinary person though.

Perception/Awareness: Oh hells. Buckle up kids. On top of the ability to mentally perceive anyone within 100km (assuming they are in fact possessed of a mind) he has the ability to perceive the world in such detail (all senses) that he makes Sherlock Holmes look like he should be trying a lot harder. This extends to the normal range of his senses, but provides wealths more information than they otherwise have business providing. He also doesn't gain the information on how to at on the details, so he doesn't have Sherlocks level of deductive capabilities.

Fighting Ability: Well he isn't exactly trained in... anything actually. That said, he is quick enough that he doesn't need to be. Has no close combat skills and no ranged combat skills but his precision ability means he doesn't need it.

Danger: Erm... in terms of raw ability to hurt people he could probably maybe take 20 normal people in a straight fight? In terms of his ability to cause havoc and property damage? Pretty minimal. Maybe 5 lowish tier superhumans? Anyone with enhanced durability would require him to get more weapons that he simply doesn't have.

Weaknesses: The most immediate strategy that comes to mind when asking how to defeat him is to send a robot with a flamethrower. The robot bit will let you get close enough to take him unawares and its hard to dodge a wall of flame. His ability to dodge shit is predicated on his ability to sense it coming, so if you made something that was faster than lightning you could hit him. Similarly you can just blow him up because the ability to perceive something coming is very different to the ability to dodge explosions. Or just wait till he's dreamwalking and stab him in the neck.
