Do I own the rights to this picture I commissioned? [UK]

I commissioned a piece of art online of a character I do not own, do I own the rights of the image? The artist is American, the character is Unit 01 from Neon Genesis Evangelion. Do I own the rights to the image, curious as he is selling it on to others.

EDIT: Turns out this is the one of a kind I paid for a few months back. This is the original drawing. When I commissioned it he only sent me the high res scan, do I technically own this as I paid for it to be created?
